Antique Pair of Horse Bridle Rosettes

Antique Pair of Horse Bridle Rosettes. I have never seen a pair like this and I have collected for a while. They are only 1 1/2" across. They are in great shape except for one of the strap holders sides is loose. I don't know when I acquired these--they have been in a display case for over 20 years. I have never cleaned them and I think the front may be brass and the back is some kind of silver color that is tarnished or rusted. The front looks like a shield with four oak leaves around it. There is a minute scallop design around the very edge on both.
