This classic "Liberty America" tin lithograph tray screams Pre Prohibition late Victorian Era!  Features a winged angelic force fighting over American for Liberty in front of the US Capital Building complete with a trumpeter, angel with dove, a bald eagle, angel with 3 horses and a lady with light.  Adult themed trays like this were used in pre-prohibition pubs, clubs and bars.  Sometimes they had brewery names or other on them, but this one is unmarked.  I could not find a maker mark on item either.  Charles Shonk Co from Chicago made some trays very similar to this with angels in action and many of the same style graphics, but we are not sure.
This is the best example of this tray we could find in eBay sales records going back 25+ years.  One not as nice as ours sold for 0 back in 2004 on eBay and had a brewer mark, but there has not been a decent one listed since that we could find.  We found a few in other auction sites in last 20 years that were very rough and one that was decent, but nothing in recent times with the rich graphics this has.  This tray does have some wear and scuffs as seen in pictures, but still has a fantastic display appeal.  There are a few dents to rim of tray as well.  We took pictures from a number of angles and a few ight settings to try and capture its appeal.  Please look over all pictures taken for your consideration and use the zoom feature if needed.  We acquired from a very selective collector's sale and knew it was somethin special.  We have sold a lot of litho tray over the years, but this is by far the most intricate and bold.
We are pricing the tray far below the higher recorded sale, but this is one unmarked.  Tough to find more expressive graphics in a pre prohibition piece.  Since sales data on this was so limited, we are estimating manufacture date where most others sellers had.  A lot of these litho print trays were made form 1900-1915 and that seems to fit design and other of the tray.
