Listed here is an old horse harness rein guide. Unfortunately it is not a pair but it is very attractive.
It would be a very nice
decorative piece for any "horse person".
I didn't know what it was when I came across it but I bought it just because it was so attractive. Please see the photos.
The last, largest ring is definitely plastic.

he other rings are almost certainly plastic (too lazy to stick a hot pin in one)
but they seem like bone or at least an older plastic like Bakelite or something.
The last ring is cracked as is the 4th from top (the dark brown one) but both cracks can be hidden by positioning them behind the strap.
Attractive equestrian decor or collectible item.
